Transportation Industry Analyst
The Research and Innovative Technology Administration (RITA) seeks a Transportation Industry Analyst to join our team.  RITA coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing rigorous analysis and the deployment of cross-cutting technologies to improve our Nation's transportation system.  This position is located within the Bureau of Transportation Statistics’ (BTS), Office of Airline Information which collects on-time performance, financial, and operational data from the airline industry.

Logistics Manager (Operations) - Supply Chain

Job Description  
This position is responsible for the day to day and future direction of logistics operations which includes leading logistics personnel, warehouse and transportation operations, budgeting, distribution requirements planning, and managing relationships with logistics service providers. This position is directly accountable for the quality of service provided by logistics and the control of expenditures for logistics services.
 
A  firm understanding of the customer service and profitability drivers and the ability to manage continuous improvement efforts to identify, measure, and deliver superior performance cost-effectively is required.  In addition, the Logistics Operations Manager is responsible for the accuracy and quality of inventory (e.g., damage) and ensures that logistics operations comply with standard operating procedures and processes.  This individual manages damage warehouse and transit claims and is responsible for managing carriers and 3PLs directly including contract negotiations.

About the Logistics Manager Position:
Reporting to the VP of Global Supply Chain, the primary role of this position will be the management of all logistics for vessels and projects, including management of the Logistics and Travel Department.  Develop and aligning logistics strategies with the operational needs of Helix’s assets and business units.  Sourcing and negotiation of contracts for third-party support contracts, including third-party supply vessels, tugs, barges, and helicopters.  Management of offshore crew transportation, and corporate transportation.  Development of logistics infrastructure for international projects, including assisting in bid preparation, and directing logistics services for active international projects.  Sourcing and procurement of marine fuels and lubes, in addition to waste management.  Cost savings.  Logistics process design and improvement.  Supplier performance and relationship management.  Develop and manage logistics budget.  Work cooperatively and professionally with Helix' various business units and ensure logistics personnel do the same.  Operate in an Oracle environment, strictly applying cost allocation and approval protocols.  Complete other duties and/or projects as required and assigned by management.  Responsible for negotiation of commercial terms related to logistics supplier contracts.

Experience Required:
Bachelor's degree in a field related to supply chain/logistics management, engineering, or business. Industry specific certification and/or graduate level education greatly valued.  Five or more years experience in management of global logistics, with a preference for experience in oil and gas, or marine industry.  Ability to lead and further develop a 3 year old logistics department, taking it out of a start up mode to a world class operation.  Extensive negotiation and contract negotiation skills, with a proven track record of cost savings.

THE DETAILS:
This position will be a primary source of support for FHR's Aromatics, Intermediates, and Polymers transportation activity which includes Intermodal, Dry Van, Liquid Bulk, Dry Bulk, and LTL, as well as warehousing and liquid bulk terminaling.  Responsibilities include:
• Seek out, understand, and evaluate outside sources of relative transportation data that can be implemented as needed in the area of analysis and point of view.
• Develop a better understanding of key transportation fundamentals with emphasis on supply/demand market matrices, and key market drivers.
• Develop systematic approach to internal sources of data (OTM, accounting) for meaningful and pertinent measures knowledge systems.
• Work with internal business groups to establish, develop, and maintain specific key performance indicators and measure relative to transportation activities.
• Gain a better understanding of key compliance/pending regulatory issues which may effect our transportation position.
• Maintain in house data base system of transportation rates, and updates to Fuels Surcharge.
• Develop data regarding shipping patterns, volumes, spend, service, and transit issues as base line information for carriers competitive bidding process.
• Assist in providing ongoing rate requests and updates on a timely basis as required by each business.
• Maintain ongoing dialogue with other Koch Co transportation analyst resources to leverage consistent knowledge system
development and strategic point-of-view.
• Commercial contract review and assistance as needed in the FHR vetting process.
• Develop carrier performance measures.
• Develop, update, and regularly present an overall transportation point of view to the chemicals business leaders.
• Understand shifts in key cost drivers, supply and demand, that would drive changes in our transportation strategies.
• Assist in commercial activity relative to bulk, van, LTL, intermodal trucking activity.
 
Requirements
THE RIGHT STUFF:
• We are looking for a college graduate with Transportation related Degree or  an individual with a Bachelor's degree in Business if that person has 1 + years of experience in a transportation related field
• Proficient computer skills using Microsoft Windows, Word, and Excel, Microsoft Access are required
• You must have strong analytical skills and the ability to build strong customer relationships, both internal and external
• The ability to work well in a team environment, collaborate, and share knowledge with team members is required
